You must download the file (and it must be for the propoer version of Photoshop)
After the file is downloaded, open up photoshop:
Select the Brush Icon.
In the pull down menu where you normally change the size and shape of your brush, there is a small circle with a play button stle arrow in it in the upper right hand corner. Click it.
Select "Load Brushes" and load the file.
Programs come with "Help" (F1) functions for a reason. Search "Load Brushes" and use the services you paid for. It will also teach you how to manage your brush library and saves us time answering questions you already have the answer to.

1. Copy the picture you want to change into a new PSD. This si cos you'll probably wnat the old one
2. Duplicate the layer with the photo on
3. where ever you see an eye, cut around it using the polygonal laso tool. Use add to selection for consecutive eyes, or hold down the shift key before you click. Let go afterwards, or you will only be able to make straughtlines!
4. Still with the polygonal laso tool, right clikc, then click inverse. Hit delete.
5. Still on the top layer, hit ctrl+u, then check the box colourize. move the hue slider all the way to the right, and set the saturation to around 70. Leave the lightnes as is.
6. You're done! admire your new style!

This only for photoshop, i dont know about paintshop.
When you have finished, save your sig in the normal way: If anyone wants to use it, then you still have the PSD to put their name on. Then, go to file - save for web, and a dialgue box will open. Look at the bottom of the box, there should be a number somewhere, specifying the size of the file. Change the quality slider till it is below 50kb, normally you can get around 47kb. I hope that helped.
And does anyone have any Deadpool renders?
