I was curious to know if there was any way we could make rule that says no uploading smileys already in existence?

There are many smileys that are repeated on there that just have the name changed.

A rule wouldn' t prevent people from uploading duplicate smileys, as the majority isn' t even aware whether their particular smiley has been previously added.
