Yeah I think the invested caravans should be able to repair it fairly high.
Also, is there something worth spending caps on later in the game? It seems that the game has been puking caps on me lately, I am currently sitting on about 26 000 caps, and I have the only Theme I want for my house, my own infirmary, workbench, Nuka Cola Vending machine etc, just don't see much use for all my money.
Yes at the city with the Super Hero/Villain showdown, Canterbury Commons or something like that. Rescue the town, and talk to the dude who first greeted you, and you can get the option of investing first 200, then 500, a total of 700, into each of the four caravans (Weapons, Armor, Aid, Misc), which will up the amount of stuff they sell, amount of bottle caps they have (at my last stop to sell to one of the caravans they had about 1400 caps each), and how well they can repair.
EDIT: You can' actualy loot the stranger can you, does he exist outside of V.A.T.S.? I never went with that perk so know nothing of him.

No, but you can get his gun with a cheat apparently. Console commands on the PC version to be exact.

Hell, even if you could find the Stranger, would you be able to kill him? His weapon is 90 times as powerful as the Alien Blaster, the strongest weapon in the game lol.

I can't get the stupid Power Armor on. I talk to one of the soldiers and they told me to go talk to some guy in a lab so I went into the radio station and found a place that looks like a lab and can't find anyone.Also, what's this I hear about you can't play Fallout 3 after the ending?

I think if you read carefuly they said that you would have to talk to someone in the Citadel. Or in fact, it might be a bug, if you talk to the people not stationed at the radio station (the ones you met outside the radio station), they might actualy think you are at the Citadel, since that is where they will go after the radio station encounter.

The Alien Blaster has a ridiculously high critical rating, is accurate, has a higher rate of fire, and doesn't kill you if you are even somewhat remotely close to the thing you are hitting.
The Fatman has more raw power, but the Alien Blaster is overall stronger.
The only weapon that rivals it is the Firelance, which is a variation of the Alien Blaster.
