he should have seen it coming, and i think it was just reckless to instigate such an event and not follow through as promised. not only did it prevent an overthrow of saddam, but it damaged our credibility to the people of iraq.
perhaps if this never took place our troops would have truely been welcome...perhaps.bush sr. was initiating a product of his own pipe dream, where a politically agreeable minority would rise up and overthrow hussein while the majority would just sit back and do nothing.
was he justified in fearing an iranian influenced revolution? perhaps...who can tell for sure? but the bottom line is he jumped into the situation with no real plan, only a fools hope. thus, thousands of shiites were slaughtered like cattle.

The revolt he was anticipating was on a larger magnitude, plain and simple. But at the time we never knew how many people Saddam had slaughtered in his way.... we thought there were more... but he instilled a kind of fear in them and his Republican Gaurd was the sole armed force inthe whole country. Our force in the area were not properly funded due to the reliance of our allies so heavily. Our funds only consited of 10% of the whole operation. and the UN would not allow us to intervien in a revolution. It is horrible and i said already many times before that we should have finished him in the first war. I am only sorry that they had to wait eight years for the aid they needed then.

yes, it was his fault that he did not push to depoly troops. but you cannot deny that there are many other factors in play, nothing is ever only one persons fault.
