No its not PIS, its just he's holding back while they are not. Not to mention Cap is an enhanced human with a deadly shield for protection, and that Spider-Man is always kissing the ground he walks on. And whether you accept it or not, DD's combat speed is similar to Spidey's. Not to that of Spidey but it is in the same range. The radar sense helps him a lot. And Spidey has none of that holding him back in this fight either.

Now you are lowballing. Of course Spidey wins this fight, but there is no need to lowball. Batman has much better durability feats. I could post dozens of low showings for Spidey, classic and recent, where ordinary fodder and people much weaker than him are putting the hurt in him and even putting him down. And a piece of advice. I believe Parm was talking about a different scene where they fell off a moving cab, can't find the scan.

look at it this way; cap is basically the marvel version of batman skill wise and he's schooled parker before, no reason to think batman couldn't do the same with his deep skill set either

Two things you forget:
1. Spider-Man is one of Cap's biggest fanboys in universe
2. Cap's shield which provides him a hell of a defense
Neither of which advantages Bats have here

Captain America isn't a bullet timer nor is he someone who can easily lift up a car or mess up a tank with a few punches, etc. Spiderman has lifted a damn bus up over his head. Do you see Captain America doing that?
