yes he can, surfer has the cosmic power, he can do many things.
Known Powers
Invulnerability: Cl1000 resistance to Fire, Heat, Cold, Radiation, Toxins, Disease and Aging
Power Conversion: The Surfer has the power to channel cosmic radiation into his body and transform it into useful forms, including sustenance and energy for his other powers.
He can channel the power directly into his Primary Abilities to either raise Agility to Unearthly or his Strength to Shift-X. He can use the power to self-heal up to Unearthly damage in a single turn.
Plasma Generation: The Surfer has the ability to emit blasts of Unearthly intensity from his hands.
Self-Regeneration with Unearthly ability.
Heal Others with Unearthly ability. He cannot restore lost Endurance Ranks.
Molecular Conversion: Reconstitute matter to his own desires.
Detect energy and type anywhere on a planet, with Unearthly ability.
True Flight: Surfer to fly even without his board up to Class 3000 speeds in space and Shift Z max in atmospheres although does so rarely.
Elemental Conversion, Molecular Conversion, Mechanical Creation with Unearthly ability
Body Coating: His body is surrounded by a flexible metallic shell that gives him Monstrous resistance to physical attacks and Unearthly resistance to energy attacks.
Self-Sustenance: He does not need to breathe, eat, or drink anything to sustain his life.
Life Detection: He has the Unearthly ability to detect the presence of life energies within 500 light years.
Energy Detection: Surfer can dtect any form of energy with Unearthly ability within 500 light years
Telepathy: He has Good telepathy. This is mostly used to communicate when normal conversation is impossible. It also allows him to rapidly learn a new language.
Postcognition: The Surfer has the Poor ability to see events that occurred up to four weeks ago. He must be at the site of the event in order for this power to work.
Karmic Tap: This power allows the Surfer to tap into his reservoir of willpower (Karma) and increase his Power Conversion by 1 point for every 2 Karma spent. There is no known limit on his karmic tap abilities. This is limited to the same round in which he spent/converted his karma. Rolling an Red Psyche FEAT roll will permit another round of benefit from the Karma spent. This power is considered a free action, may be done in addition to other actions in the round.
THE SURFBOARD:
The Silver Surfer’s board is a construct of unknown material. It appears to be made from the same reflective material as the Surfer’s body coating. The board is psionically linked to its owner and can automatically respond to his mental commands. It can travel independent of him and return to him if they are separated. When he rides it, the Surfer’s feet automatically adhere to the board’s upper surface. The board has the following powers:
True Flight: The board can attain CL5000 speed (10,000 mph in the atmosphere/1,000,000 mph in space). Within planetary atmospheres, he moves at Shift-Z speeds.
Dimension Travel: Once its maximum speed is reached, the board can enter hyper-space to quickly reach any section of the universe.

Juggernaut was not about to 'deliver the finishing blow' seconds before. He swung and missed, plain and simple. Thor was the one about to deliver the finishing blow when the hammer came back. That's when he 'teleported' him away. That's all there is to it. Thor won. Why are you denying that? I'm not denying 411, and if the newest issue happened the way you said it, then I wouldn't deny that as well. Thor CAN beat Juggernaut. And has.

hard to say. surfer beats hulk, hulk beats thor thor beats surfer. thats how i see it. but juggernaut has different properties than hulk. surfer cannot draw energy away from juggernaut like he does to hulk, and we have nothing to base this fight on, except who they have fought. its all up in the air as of right now.

juggernaut says something along the lines of "just one more blow to finish you off" as thor is laying on the ground. to which thor rolls out of the way and replies "one i can easily evade" or something of that nature. thor didnt deny it, he just evaded it.

i just wanted you to know that thor has one....... once, when you said he had the upperhand most of the time. but he hasnt. he has lost atleast 2 battles of 4. 1 he did win, and the other was only a couple pages long, and was over before juggernaut got to thor. also thor had some help. so its an undecided battle as well.
I don't remember saying most of the time, considering I only have two instances where they fought. I just meant he would win most of the time, since he's insanely more powerful than ever now. Ok, since you meant he claimed he was about to deliver the finishing blow yeah, but it was really only more blow as he had only hit Thor once to knock him down. Has anyone ever tried to just poke out Juggernaut's eyes or something? Those aren't protected by his armor, I just wonder what would happen...that's the first thing I would do if I were fighting him, lol.
Have Surfer and Hulk actually fought? I would pick Hulk, unless it was a manner of Surfer on his board shooting energy blasts at him while he was surfing around the air. That's just a cheap way to win though, lol.

well the way i see it, juggernaugh could never catch the surfer he is way more fast then cain, the question here is, does surfer have the power to destroy juggs? i´m not an expert in juggernaugh´s comics, but i think he has.
