maybe recently but even then it's nto wolverine has actually been downgraded.

Over the course of their history they always give each other fights so clearly It's not a downgrade and an upgrade thing.

Unless you think Wolverine should just be able to rofl stomp Hulk with zero trouble just because he's wolverine even they they are semi rivals

there was a time when hulk no longer offered Logan a fight and Hulk was given a healing factor due to Logan able to stop the fight before it started.

now with the healing factor no, Logan cant just stomp hulk like should and used to outright punk hulk by threatening to kill Hulk b4 the fight started.

Logan didn't always have ahealing factor either, or his uber martial arts skills also couldn't always cut hulk. complaining about hulk having a healing factor now, yuou may as well complain that wolverine is the diamond clawed class 10 guy with no or a very slow healing factor anymore.

wolverine wasnt given outright new powers..

Wovlerine was a character that had yet to be defined and when he was written something new was learned about him.

Hulks upgrades were literally inconsistent with his character original powerset

Hulk had the HF about 10 years before Logan even showed up. Tales to Astonish 73 had a good healing feat.
