Your lighting argument holds no water, as none of the rest of the lightsabre exhibits such a finish in the same picture. I can clearly see the silver in between his hands, and in between the black plastic 'fins' at the base. Luke's lightsabre emitter also looks nothing like the one Anakin has.
As for the piece "sticking out", you've made the mistake of going off the Darth Vader lightsabre used in A New Hope- which is not relevant at all- they make new props every film and there's always differences in between them. If you look at say, the promotional pics of Darth Vader in Episode III posted in this very thread, you'll see that the lightsabre he's carrying also has that "sticking out" piece. The best picture for looking at this is vader6.jpg.
Looking at partsofsw.com, it's evident that they used the TESB lightsabre model for Vader's Episode III sabre, rather than ANH. Not surprising, since Vader in Episode III doesn't look like his ANH self either. Notice that the plastic 'fins' on Vader's sabre in the Episode III shots extend far further than the ones on his ANH sabre- just like his TESB sabre. Best pic for viewing this is vader5.jpg.
