I'm thinking Nico's fruit plus something like one of the ray fruits such as Foxy's or Boa's would be super hax- fire rays from many different directions.
Or Chop-Chop plus Gum Gum. Can't be cut or hurt by blunt force.

Nico's goes well with a lot of stuff. Like, for example, combine with Mr. 1's slicing fruit. Suddenly, all those limbs are really hard to hurt and can slice up pretty much everything they touch.
Or the Poison fruit. You put a body part on someone and use it to immediately cover them in poison.
Hana Hana has both 'make a lot of stuff' and 'appear on opponent' going for it.
Invisible poison Hydra? That would be pretty hax especially in the OPverse.
Uh I would combine the Hie Hie no mi with the Moku Moku no Mi. An untouchable ice cloud I guess. Plus it gets rid of the shattering effect.
My favorite fights are probably Luffy vs Lucci, Zoro vs Ryuma(hey I like it for some reason), Luffy vs Crocodile, and for some odd reason Nami vs Kalifa even though I don't like Nami much.

Given the size of the mouth, one bite and the attacker will still have the attackee inside his or her mouth before they can react. Just need to do some massively fast chewing.

Goro Goro + Gura Gura = Cheating ******* who just broke the game. El Thors and Quake Punches are scary, but not as scary as the El Quake Punch Thor, yahahahahaha!
The Hana Hana no Mi combined with Vander Decken's fruit would be potentially the most large scale destructive bullshit in One Piece. Seriously, think of it, all those hands being used to toss literally anything at you, or he could touch you and throw you at something he touched before without you being able to dodge.
Theoretically Kuma's DF combined with Decken's would also be very broken, assuming all of those Paw attacks now home in on you, and considering their speed they will be effectively undodgable. I am not sure if that is how this combination would work though.
Marco's Devil Fruit combining with just about ****ing any other one that is decent would also be absurdly broken, by virtue of having whatever Fruit you had before's powers along with effective immortality.
Jozu's combined with a powerful Logia would also be hax. Seriously, imagine, Enel for example, with Jozu's Fruit. Would make him almost completely invulnerable to any assault.
Oh, the Hana Hana no Mi combined with Akainu's Fruit. Cover opponent in arms > Convert arms to magma > gg. Theoretically this could work with Enel's Fruit too. Robin's Fruit is good for this kind of shit really, adding power to what is already a very versatile and skillful Fruit.

Yea, but Enel can already pretty much electrocute people at leisure.
Combine two fruit that are already super-powerful in straitforward ways seems like it's often at most additive, and often in diminishing returns. Like quake + El Thor, well, they both already will destroy pretty much any target. That's not really much different than them separately. It's only got much additional use against someone who can already soak one, which isn't a lot of people.

Oh, ancient zoan is another one for Robin's fruit- you could have multiple T-rex heads appear on/around a target and bite them.
I was mostly joking with Goro Goro combining with Gura Gura.
But I disagree on the first one. Imagine how his fight with Luffy would have gone if he could just trap him inside himself and proceed to fry him to his leisure.
Hmm, it appears that Robin's fruit seems to be the most popular choice for combinations. It's pretty good on its own with a smart wielder, but if backed up by the sheer power or hax of another fruit, it's beastly.
