There are far more morally reprehensible pirates in the world than marines. Garp, Senjoku, Aokiji, and Smoker can't really control every facet of the navy anymore than Fisher Tiger could stop Arlong from being racist. People are people and the navy just so happen to be controlled by some nasty people.

The Marines are large and varied. Akainu's a dickbad, and Kizaru's somewhat neutral on the subject of dickbaggery.
Even the ones like Aokiji and such will enforce the laws and fight rebellions, protect the Celestia Dragons, and the like. They uphold the system, and even if they focus on the actual bad pirates and outlaws, there's more than enough marines left over to go around oppressing others.
Due to the Absolute Justice creed and the idea that the Marines represent justice and thus to oppose them is automatically evil, you get stuff like Axehand's reign and such.

It's better than Fishman Island, but the lack of pacing and sexism (i.e. a female character breaks down crying in a fight... second arc in a row. No solo fights for female crewmembers) still puts it pretty low in my book.

Ah, did not read properly. Hard to have solo fights with female crewmembers without Nami there. Robin has never mattered and never will 👆
