You are using faulty analogy. Cap can only do what he was shown to do. He never did anything that concludes he can somehow take advantage of the SS (which is impossible for him to do in a forum fight).
And your scan does not show Cap ducking AFTER the fire. Cap could have ducked when Agent was pulling the trigger (Cap sees faster remember).
Also, Cap's shield would arrive a lifetime before Cap will. A simple deflection would result in another year for Parker to wait for Cap to reach him.
