i am Welsh i cant speak Welsh.
but i am from south Wales so the first language is English, north Wales is the Welsh speaking part.

wow..that comment in itself is stupid...
what if a chinese person was either adopted or moved to america and where he lived in his state everyone spoke english? There would be no reason to know chinese if nobody understood you. The only reason why you would speak chinese is if you spoke to your family, but i think they'd want you to learn english instead of chinese so their son/daughter could learn the language and be succesful in their lives when they grow up.

to add to that you wanna know something that's actually stupid?
how can some americans not pass their english class? I mean they speak english..they should be able to get an A everytime.

but speaking English doesn't mean that you can write good English. people never speak perfect English and then that comes through in their writing i think for example using text messages and shortening words like 'you' to 'u' in my Electronics coursework in my final year of school i wrote 'u' if my teacher had not noticed it, it would have been sent off like that.
So just because you speak English doesn't mean you can put a sentance together the write way when writing.
