Skynet is described as being self-aware in T2. To view the evidence for yourself, skip to the car ride scene where Arnold is describing how it all comes to be. It takes place shortly after the escape from Pescadero.

Anyway as far as the topic goes, I would like to see more of the weapons that Skynet created and not just the Terminators.

Did skynet create weapons? or merely use pre existing ones?

Well they must have created their own weapons since in the past two films we have seen the Terminators with large weapons at hand in the beginning.

Oh yeah, plus those flying probes which flew about wreaking havoc.

Yea, but the humans are using the same weapons. SkyNet most likely did not create them. SkyNet did not create anything at all. Cyberdyne was the brains behind everything and SkyNet was just the programming that became self aware. I did not create the fingers I'm using to type this now, but I have the capability of using them how I chooose.

So who did create them?

So they were made before the war and simply taken control of by Skynet?

yes, note in t3 (i know i know) that you get to see an exoskeleton of the terminator we know from the previous films (arnie). it is obvious that humans created everything. skynet was not a machine but a program that took the machines over.
