This man is well-dressed and well-spoken, Clarion. A Taloranian... he's form one of the core worlds. The Taloranians are tinkerers, they make things, often weaponry. Not unusual, then, that Xeth chose to pitch in with them; Xeth is a Geonosian, after all, and his people are similar, so you understand- if somewhat more sinister.
But the Taloranians are also a rather intrigue-laiden people; their home political culture is ever full of plots within plots, though rarely of the murderous kind; they moved on from that stage (as in the state where the Neimodians still are) a long time ago. Nonetheless, their intelligence service is well funded and gets around a lot, and might have had the odd hand in things that would be considered dodgy. Odd thing is, though, they also consider themselves to be committed moralists, in an 'ends justify the means' sense, and a lot of their undercover work has gone towards uprooting corruptive practices in the Republic.
You understand, therefore, that Xeth was working for them in this capacity, when this current case was in its infancy, trying to track why a sizeable poriton of the army that invaded Naboo- very much your business, of course- ended up in private hands. Xeth got distracted from this job when he ran unto Gundark et al, and you understand that this was fortunate because everyone else on the investigation, when they tracked the case to the Techno-Union, died in mysterious technology-related accidents.
Now, of couse, Xeth has this loose association of fellow Renegades he works with, and it is them that have been receiving these tip-offs form Xeth's contacts.
"Master Clarion" says Gralus, who produces an id card that identifies himself as a ranking police officer, though not currently inside his jurisdiction. "An honour to meet you. I have heard about your work on Naboo, of course." He offers his hand.
