Vargas is Helkin's lead Osokan. He's not actually that much better than a Captain- more pool to Parry with, really. Not that a Captain is undangerous.
The important point links into what Tanic is worried about. If you kill Helkin and Vargas, the other Osokans will be kind of fuzzy on who you guys are- Helkin kept the others out the loop, and only really told Vargasn anything. As far as the other Osokans are concerned, you are just more targets.
However, even if they didn't have it already, they have your transponder by now.
