Absolutely... And any former hat wearers who have not paid hat taxes
and have tried to get away with it by simply avoiding hat usage, will be taxed 9000 credits per each day that they go with out owning up and wearing their hat.. Then their tax rate will be reduced to the regular hat wearers rate of 6000 credits.... (With the added side length stipulation clause of 3000 per side length....)
