If infact Storm's psionic control over weather was the same as traditional psi/telepath in that it was hampered by so-called "electromagnetic shielding" and/or energy, then she would not be able directly control and stimulate atmospheric electromagnetic phenomena lest she render herself POWERLESS, and she wouldn't have been able to DIRECTLY affect the electrical energy of the skrull ship.
For all intents and purposes, she could make a tiny electrical storm using the the electricity of his suit.
