Um, so? He's second only to Luke. Luke, the uber, OMG PWN3GE Luke. Jacen is his only peer in terms of Force Power, and he is supposedly and extremely good duelist. Maul got a good look at his bottom half after dueling a Padawan. Due to arrogance, yes, but he lost. He got hit in the face by Qui-Gn, a blow that knocked him several stories down. He got his saber chopped in half by Padawan Kenobi. Face it, he's going down, and hard.
And don't forget, there is a vast range of power and skill in your "2nd percentile." Even if he was in the best, oh, two hundred, there is a vast difference between the highest and lowest people in that percentile. Maul was a Sith Lord. I'd say he could beat the majority of the people in that percentile. And even if Jinn is up there, he's pretty low down.

Novelisations are nothing more than an author's take on the movies. None of them are canon, and statements like "Obi wan used all his skill to stay alive" or "Qui Gon Jinn was the best swordsman in the Order" are exaggerations with no proof.
Qui-gon is probably in the top ten out of ten thousand people. That beats second out of a group of fifty.
Kyp is a master, Qui-gon is a master. Maul beat a master and a padawon AFTER being ambushed by Sand People on Tatooine.
I think Kyp would win though. At least probably. He is good in melee, but Kyle comes close in saber skill. He has strong force skills, but Jacen can probably give him a hard time in a force fight.
I think that Kyp has become to much of a fighter pilot though and doesnt spend enough time in Jedi training. If he did more Jedi stuff, he would definatly beat Maul.
