Cosmic Spiderman kills himself because of the ridiculous costume he is wearing. The outfit he wore as Cosmic Spiderman is the 2nd most ridiculous costume outside Mexican wrestling (the worst is the ludicrous garb worn by Iron Fist).

Parallax destroyed the universe and re-created it. Cosmic Spiderman is nowhere near that league (and by the way neither is the Silver Surfer for that matter).
Against normal Hal, as a 'normal' GL, cosmic Spidey would have a really great chance and would win (and anyways the ridiculous costume Cosmic Spiderman would be wearing would affect Hal's concentration).
Against Hal as Parallax, Cosmic Spiderman would have zero chance.
Parallax wins this ......but before he degrades Cosmic Spiderman into base energy he first strips him of that utterly ludicrous costume! Marvel writers must have been on some mighty potent 'herb' when they came up with that outfit!!!!

First of all, galaxies are INSIDE the universe.
Quick science lesson.
Earth's solar system (that is our star, commonly called the Sun but whose scientific name is Sol, plus the planets from Mercury to Pluto) are in our solar system.
Our solar system is one of many solar systems within our galaxy, called the Milky Way (as in the name of the galaxy within which our solar system is located is called the Milky Way).
A Galaxy is truly huge, and our solar system is one of billions within it. Literally billions of solar systems within the Milky Way.
Ok, now, there are billions upon billions of galaxies scattered all across the universe. Numerous of them.
But there is only one universe.
Hence, before you start trying to 'correct' me do two things:
1) Brush up on your science, and in doing so learn that solar systems are inside galaxies, and galaxies are inside the universe.
2) Check your spelling and diction. Your post was rife with some of the most ludicrous spelling errors i've ever seen.
I think people need to re-read a couple comic books.
Now, Cosmic Spiderman would possibly defeat Hal as a regular GL.
Now, as for Parallax, he doesn't have the power, independently, to create the universe. A lot of people got it twisted. Hal snapped after Coast City was destroyed and became Parallax. In his insanity, he came to the conclusion that the only way to fix that tragedy was to was to take the leftover instabilities from the Crisis on Infinite Earths and use them to unmake the universe, then remake it in a image of his design, and he was stopped because a group of heroes from that universe thwarted his plan an allowed a normal big bang to occur, so the universe formed in it's natural order. Parallax didn't use the power of Oa to create the universe, he tried to use the power of Oa to manipulate energies from the Crisis on Infinite Earths to recreate the birth of the universe in a design he'd control. Don't forget, Parallax sacrificed himself to stop a giant sun eating alien. If he was powerful enough to recreate the universe, that wouldn't have been necessary.
