Running low on men? When? We have a few thousand in the Middle East. We have thousands more in reserve. We're not anywhere near "low". If it were, we would need a draft. Which we don't have.
Of course nukes would be used in wars. We used one on Japan.
Think about if from a military perspective, as a general, would you rather send millions of men into battle to combat millions of other men on a battlefield to win a battle with full knowledge that millions of your men would die and your numbers would be dwindled...
Or would you go the wise way, and use a nuke to wipe out millions of your foe's men with a nuke with no loss of your own personnel..
The answer's obvious.
US used an atomic bomb on Japan to win WWII. US was completely exhausted after Germany and the rest. They simply didn't have the manpower to defeat Japan. Britain and the other allies were stretched too. Japan was developing their own atomic bombs and they were planning numerous assaults that the Allies could not handle. The bomb was the only option. Without it we would have lost.
Nukes would most certainly work. Especially if you hit heavily populated areas like Beijng and New York. If millions of people die after a bombing that would be a terrible blow towards morale. It only took two for Japan to fold. War is fought by the people. If the people lose their will to fight then the war is over. It's that simple.

Maybe if it did happen it would be one of those "out of the ashes hope rises...". Very few events in retrospect are really "end of the world". End of a way of living perhaps, or thinking, but humanity manages to kick on no matter what. Black death, Fall of Rome, WWI and WWII everything looks like the end. But its not, and usually it opens the way for new, better things (in the long run anyway). I doubt it will come to Nukes, as MAD is as strong today as it was in the Cold war (as Dr. Strangelove says deterrence is making the enemy fear to attack).
However, by way of global markets it would effect everybody and cause great upheaval, but not ultimate doom. At worst I think it would simply be the beginning of something new, not the end of everything old.
