If we had enough mods, I'd suggest ban bonanza. Like day bans for little things and scale it up for higher things. Negative reinforcement!

It is funny but I'm serious. It worked for the most part at newgrounds. The downsides are you get people who don't like the authority and make threads purposely to tell off mods. Hate mail. Favoritism.

In this kind of forum, they may not want to join tournaments because of the favoritism.

Not really. The rules are simple. Ignoring the rule breakers is like ignoring a spark in a pile of straw. One person goes around thinking it's okay to make repeat threads and debate based on opinion. Another sees it and copies. Two people take after them. Soon four. It'll just spread. I'm not saying there shouldn't be warnings.
