First of all, Flash and Superman are faster than light and Surfer cannot fight at 350,000,000 c. SS is faster than both, but not to the point where they will be statues. And he has never manipulated organic matter.
SS draining Supes energy is useless. Supes has never been completely drained before, so I doubt SS can do it. Kryptonite and red solar radiation don't phase Supes as much as they use to. Supes also has torquasm vo. He can make JLA constructs for SS and Thor to fight while the rest of the team prepares mid fight.
Flash can steal SS and Thor's speed, and give other members of the team his speed and their speed.
Wonder Woman can cross her bracelets and form an impenetrable shield that can block skyfather attacks. Plus she has the Godwave. If she summons that, she will defeat SS and Thor on her own.
GLs can do anything Surfer can do. And there's two of them. They can give all the members of the JLA a GL ring, which would protect them from all of Thor's and SS's attacks.
I don't know if MM can affect Thor with TP, but it can stagger SS.
The JLA wins, but after a hard fight.
Surfer can take the JLA himself.
Everyone uses the excuse "Surfer can't fight at a jillion times lightspeed." Surfer can control time, and he can exist at every moment in time at once. Speed isn't even a factor.
Hell, he could give Thor the power cosmic, and then the League would really get owned.

Flash isn't fast enough to touch Surfer. Surfer's speed is limitless, so Wally can steal as much as he wants.
Now Kryptonite doesn't hurt Superman? No matter. Surfer can beat him without using his weaknesses. Supes got knocked out by a nuke. Surfer's blasts pack a much bigger wallop.
Tor-quasm Vo? Surfer has cosmic awareness and telepathy. How are illusions going to fool him? Hell, Surfer has made illusions that can even fool Galactus! The JLA will think they're fighting an army of Surfers.
Superman has been completely drained before. That's why he died after the fight with Doomsday. He ran out of solar energy. He would be using a whole hell of a lot more going against Surfer. Superman is simply not a match.
GL's can do whatever Surfer can, but they'll do it a hell of a lot slower.
Now WW gets the Godwave? Hah. First of all, the Godwave makes her looney, and it isn't a part of her normal arsenal. Why not make this Rune King Thor, then? Why not give Surfer uni-power and the gauntlet?
Surfer is immune to telepathy. MM will get owned faster than he can formulate a thought.
Surfer alone outguns the JLA.
The JLA wouldn't be able to keep up with Surfer, or counter his attacks.
How can they defeat an enemy who can exist at all points of time at once? Flash's speed will be meaningless. Superman is a non-threat. GL's won't have the time to formulate a thought, much less react and form constructs.
The JLA is a hell of a team, but Surfer is more powerful than all of them combined.

This is meaningless against speed of Surfer's calibur. Willing themselves faster than light will not help them agianst someone who has limitless speed that can exist at every moment in time at once. Surfer can do anything that a lantern can, and more. They are hardly more versitile.
Surfer is too fast and too powerful for anyone in the JLA to deal with.

They aren't tapping the speed force. Oan energy can do anything, given enough willpower; even propel it's user faster than light.

Normally I'd agree with you, but this is Kyle and Hal we're talking about. If it were any other two GL's then yeah, but Kyle and Hal? Kyle is the most creative Green Lantern ever, and Hal had the most will power of any GL. These two could and would take him down by themselves without the rest of the JLA, I'd even argue that maybe Hal could take down SS by himself.

Actually, the rings have automated defense shields, so his speed is not a problem. Even if they couldn't see him moving around, the rings would put up a defense shield to protect the user of the outside environment. SS's speed doesn't mean that much in close proximity anyways. Plus, you are also forgetting Martian Manhunter. Superman has said on many different occasions that MM is the most powerful JLA member period. That counts for a lot. Using his powers to the fullest, MM would be a MAJOR threat to both Thor and SS.
