Plus, you are also forgetting Martian Manhunter. Superman has said on many different occasions that MM is the most powerful JLA member period. That counts for a lot. Using his powers to the fullest, MM would be a MAJOR threat to both Thor and SS.
Surfer's speed means a lot in close proximity. Being able to control time and exist at all moments in time simultaneously gives quite an edge. They wouldn't be able to touch him, or see whether he was standing beside them, or lightyears away.
GL auto-defense shields are hardly unbreakable. Surfer is more than powerful enough to break through them with ease.
Surfer is immune to telepathy. He uses it himself.
If Surfer chose to give Thor the power cosmic, this would be even uglier.
