Man, If Shang uses his magic he destroyes Liu, but he wanted to beat him h2h one on one. When he failed Chi shot him.
This two guys are one of the biggest threat to SF characters on pair with Khan and Raiden.

Liu gave Shang problems during the tournamen, yes. And i assume that there are some rules even in MK tournament. If Shang was allowed to steal his soul at the beginning of the fight he would've won easilly. But it was h2h fight.
And Scorpion is an immortal ghost, he would give problems to majority of SF characters.
