Who has Vash fought against that could stop time?Dante has been stabed in the heart, taken bullets to the head (and he was still talking to Lady), got stab by from all angles of his body and he was still walking, and got energy blast stab through his body.
Unlimited ammo very useful if your opponent isn't that fast and has been hit by slower foes before.
The transformation don't take long (DMC3 after his fight with his borther on level 7 is when he was able to use it anytime he wants, transformed against Sparda, he transformed to save Lucia in DMC2, you whould know this if you've played the game before.

To the first part: Yes he is that fast. He dodged 3 separate guys firing automatic weapons from close range. Meryl comments that she could not SEE HIM MOVE. You're still saying "he looks fast". I need something better than that.
A little research goes a long way, I find. Dominique the Cyclops doesn't actually slow down time. She drugs people, making them many times slower. (same difference, really; he couldn't follow her with his eyes) Vash beat her. Pretty easily, actually. Dante doesn't stop time. He slows it down. It's a big difference.
I never said Dante couldn't take a bullet to the head. I said he couldn't take 20. There's another big difference.
Vash hasn't ever been hit by someone slower than him without some kind of plottish device... Usually, it's because A: He's a pacifist, doesn't want to hurt them. B: Saving someone else C: They are actually a lot faster than he is... Though as Dominique shows, they have to be a LOT faster.
Dante's spontaneous transformations have ALSO had some kind of plot induced thing involved... Usually, he's pissed. Or about to die. For the rest of the time, he needs to charge the meter. Seeing as Vash didn't off Trish right before this fight, I don't see Dante spontaneously transforming.
Once again, the Devil Triggers are just as useful as the Angel Arm... Not at all. Or we could just say both work 😉. The result is the same.
