I think the scene sounds cool. They are standing next to that giant window and somewhere along the way it breaks and they are basically fighting a few feet away from a rrreeeaaallll long drop. pretty cool!

Palp wants Anakin to turn dark. He tells Anakin that he knows a way to save Padme. If Palp dies, therefore, Padme is lost. Therefore, Anakin wants Palp arrested, not killed. That is why Palp fakes losing.
