That is because in the original script it says that Obi-wan is Lars' brother. The novelezation is based on the script which is given to the author a loooong time before the movie is finished. What comes in the movie takes precedent over what comes in the script when they contradict.well in the case of Owen being Obi Wans broher this matter wasn`t delt with before AOTC.
idk according to official policy novelizations are canon, but I would say they are only where they don't contradict the filmsindeed I should have used semi canon instead of semi EU, or maybe they are both.something inbetween it all
