Most likely. But his death was probably intentionally a bit unsure just so there would be a way for him to live on in comics and EU stuff. Remember how Darth Maul survived in the comics? And how Palpatine didn't die but his spirit moved to a clone or something in the novels following ROTJ. And how Boba supposedly blasts his way out of the Sarlacc Pit. It's even possible that somehow other Jedi survive their shots in the back, but only in the Expanded Universe. As far as the movies are concerned, Master Windu is dead. He never rears his head in a movie again. 😉
