The answer to this question depends on what type of fight they're taking part in.

If it's a straight boxing match, then Ali would win. He's used to the rules, plus Lee would be at a disadvantage since he wouldn't be able to use his feet.

Though, if kicking were allowed, Lee would win hands down.

However, here's the real, factual, answer to the question -

Bruce Lee is dead, Ali is alive, thus, Ali wins by default.
