DIPLOMATIC
(Please refer to the tips thread)
This kind of work is very delicate. The last thing people want is ignorant outsider Jedi stomping in and saying "Right, this is the way on, now accept that or I sabre you." Whilst that is an extreme, that is an attitude you can very easily echo if not careful.
You are being sent as negotiators. Outright Arbitration (i.e. deciding the outcome) is a weapon of last resort- and a weapon of no power if it is not accepted. You can make all the demands you like, but if no-one listens then it is all pointless. Any situation you force can easily be undone in the Senate, as it will be if you are seen to try and be wielding power you are not due. Remember, Cassilis is a sovereign, democratic world with an elected Government.
Rather than trying to stamp your authority around, this is where social skills- of ALL tpyes come in handy. In TPM, the Trade Federation think Qui-Gon is there to FORCE a settlement. He doesn't think that- he thinks he is there to negotiate. Obviously, of course, he was planning to negotiate very forcefully, and expected the Feds to fold immediately. Nonetheless, he wasn't there to command anything- he didn't have the power, either morally or politically.
Assuming you guys lack in Intimidate, your better social weapons are Leadership and Persuasion (not the Force power. Don't go there. Use your force powers to gauge people's state of mind, any more than that and you are in trouble).
Your task is then, as I say, to negotiate and mediate, but not to take control; even if this wasn't so, your authority is ten times the better if both sides happily accept you there rather than you pushing the issue. That the Cassilians clearly do not want you there is an issue. But the only authority you have is that the Senate has sent you to help. There it ends! Unless someone does something illegal, you don't have any powers to wave in people's faces.
It should also be clear that there is an investigative element to this mission- something is certainly up, for trouble to occur after so many generations of peace. But this should be of the quiet, covert side. Reaching for your sabre is an indicaiton of failure.
This is an inside-the-Republic mission, in open view, with important people concerned. Censure will be rigidly enforced. It should be easy to sail through with no censure at all... but the mechanic is there to be used if need be.

INVESTIGATION (Undercover)
First of all, it is vital to remember that this is an Investigative mission! The Undercover part is merely the means, but none of that is any good if you don't find anything. Unfortunately, no Investigation-capable characters have really signed up for this one- a Type A or B (or Master) would have been handy- so you will have to rely on your intelligence as players.
This should be fairly obvious... but just in case, remember as undercover people you are just more clients of the Health Centre you are going to. You are posing as people with no power to arrest or detain (or even gain entry to anywhere). Info you get from people will have to be gotten socially.
Now, your objective is to get evidence to lead to a conviction. Let us reasonably assume that such evidence is hidden. Therefore, normal people at the centre will not be able to get it. Obviously, then, you will have to be proactive in getting tomplaces to obtain evidence. The pont is that all your authority as Jedi is in fact still fully active in this mission... you just aren't allowed to tell anyone. Therefore, if breaking into Room X, where the bad guys are hiding evidence, then not only must you avoid the bad guys, but also the local authorities, who, if they saw you, would think you the criminal!
Which leads us to the other very important point. How far can you go? Undercover missions happen in a very hazy area of legality- though at least you are not going undercover in a criminal organisation. You are empowered to commit acts only if you believe that doing so is important to secure a conviction and protect the Republic.
Best way to see this is how you would see it if it were NOT an undercover mission. If you suspect someone is a criminal, you can follow them, keep tabs on them, try to get info on them, even take a look at where they live. But what you can't do is yank them off the street and beat them up until they talk.
So it is here. Gain information on a suspect by sneaky ways if you wish- but always make sure it is justified! Come the trial, people are going to be interested in how you got your evidence. If you broke the law to try and enforce the law, the law no longer has any purpose, and you lose the case.
At any point in the mission you may declare and reveal yourselves as Jedi. This overcomes any authority problems you may have. But if you do not have sufficient evidence at this time... chances are you never will, because the bad guys will cut and run and destroy all evidence. So make sure you get it right.
