Critical reaosn one why the attacks you are investigating are not operating from Charaeus- because with the shops they are using and the amount of cargo they are taking, they aren't in range. This was part of the original mystery- the Cult are making attacks apparently outside of their capacity to make them.
Reason two, if you remember, is that the Alzarians have a mass of detectors pointing towards Charaeus at all times, trying to detect incoming shops. As described, it is not perfect but it is useful. There is no way the Union could have flown a fleet of ships needed to make large droid armies to Charaeus without the Alzarians noticing.
Conclusion: The Cult is operating from a hidden base inside Republican territory; the Union has their link with them there.
But you have too many variables to actually nail down where it is. One important variable is how far the ships could have gone. That in turn depends on what cargo they were carrying.
If you can get an accurate picture of the cargo loads of the attacker's ships, you can drastically reduce the number of planets they could be operating from.
THAT'S the big piece of info you can get from him. Yes indeed, if you deal-break with the locals to get him immunity, he'll fill you in at once with all the true natures of the dodgy shipments.
Which leaves the question- how are you going to pitch this to the locals?

As far as I'm concerned, all they need to know is that this is Jedi business, and that we've busted a smuggling ring that have been illegally smuggling parts to get under the trade taxes. As for our little friend here, he helped supply evidence of the smuggling ring, and need not be questioned further, or put under arrest.
They're not interested in such claims. This is their planet and they want to clean up the deal- after all, you are only going to move on; they are the ones who have to put them through the justice system.
Only they can make a deal with the security guy- because, of course, you are going to get short shrift if you try and refer this one upwards. Therefore, you need to have them 'on-board', as it were.
Don't necessarily see it as a hardcore mercenary issue. As Renegades your freedoms come with certain difficulties. This case could never have been investigated by the Jedi, yet by the same tpken when it comes to this kind of deal, what would normally be something you wouldn't have to worry about- the administration of the Order would handle it for you- is instead something you have to see to yourselves.
