I have no reason to suspect that you wouldn't do the same; you outnumber us, you have our ship, you could easily walk away with a profit without giving us anything. I assure you, if the generator is made ready, the money is yours, with interest."

In which case, it is the attention of the Neimodian that you really get; the criminals have no pity. Well, nor does he, but it was the money that really got to him.
"Perhaps our guests would like a closer look at the merchandise to ease their worries?" he suggests, in the strange sing-song voice of the Neimodians.
Okay, with Rex's help (or rather, encouragement), I've managed to piece together a plausible plan that makes sense.
Rianna, Xavier, and Xorn are going to go into the Bureau HQ. Xorn is going to use his Lying skills to say that we need to talk to someone, about immigration procedures or something like that. While he and Xavier are talking, Rianna's going to sneak off and find the control room for the transmitter (and hopefully will take control of the room without having to leave a trail of bodies). Once we get the signal from Rand, she'll trash the controls and bring the transmitter offline, then we'll get the hell out of there.
