He's a Blackguard, he lacks the skill, but he could possibly just grab one from a dead Dug.

Okay, Xavier, here's what I want you to do...

Start climbing the dish of the transmitter to put yourself at a higher altitude, and use Pull to retrieve a gun from a dead Dug, and use it as you would a flare, firing it upwards, trying to get Tanic's attention.

If anyone comes up after you, cut them down.

Meanwhile, Rand will do his Grip attack on Rogan, powering it with Emotions.

Ok, Xavier has done just that then! He King Kongs it up to the top of the transkitter and starts blasting away for all he is worth, trying to summon help.

Tanic... odd. Someone seems to be firing at you, pointlessly, from that transmitter.

In the warehouse, everyone is aboard. Rand has batted away most of the Osokans slowing the transport down, leaving just Rogan left...

... and he lets go. He waves his whip around slowly, watching you with a grin, as suddnely you are clear out the exit and away...

Just the blockade around the starport left. As you enter, two dozen Dugs open fire at you, from the high trees above.

Tanic'd like to go closer, then. Curiosity has driven him to see who would be that foolish 😛
