Tactical nuclear weapons are some times used to signify extremely precise low yield nukes bordering on the line between conventional and nuclear weapons.
😬 There's nothing really good in the "(prefix)nuclear" set up that I can think of besides subnuclear. You could try "high yield nonnuclear weapons".

I was thinking "prenuclear". Or in reference to low-yield nukes, "battlefield" or "mini-nukes." I thought of "subnuclear" too, but felt, well, a gun could be considered "subnuclear," whereas something "prenuclear" would be more like a fuel-air explosive, since "pre-" is more suggestive of "just before."
