Levels of Power Deployment
I'm developing a new character to write at least a story or two about. He has an open powerset...and it just got me thinking, especially in terms of forum debates. Shouldn't some powers/abilities be easier/quicker to deploy than others? Consider...
Level 1. These powers are always on. You don't have to think about them, even unconsciously. Eg: invulnerability.
Level 2. These powers usually activate automatically or unconsciously. You don't have to think about them, but they do have to be turned on. Eg: wallcrawling.
Level 3. These powers require conscious thought. Not much, but still, one makes a conscious choice to use them. Eg: firing an energy bolt.
Level 4. These powers definitely require time and effort/concentration, so much so that some may not be practical in the heat of combat. Eg: matter transmutation (or at least, I think matter trans should be this way).
Is there any value to this kind of power breakdown?
There is some value to be had, but it is inaccurate to do this based on individual powers.
For example, someone may need to concentrate in order to transmute matter (atom by atom?) while, magically, it's instantaneous.
Or, look at firestorm/surfer. Transmuting matter isn't a matter of concentration, it's a matter of mere thought.
Then, look at the living tribunal. Are you going to tell me he needs any sort of concentration to do ANYTHING? I don't think so.
What you've started isn't a bad idea, but it'll be very hard to do, by the very basis of the super powers you categorize. Some heroes need to concentrate to do what others do with thought.
Storm and Thor, for example. Storm concentrates to make the weather change. Thor merely wills it.

Thanks for this good feedback. This is why I haven't jumped into it, because it gets more complex the more you look at it. I suppose one could do a breakdown by character.
I was just thinking it might answer some questions as to why certain characters fail to do certain things, rather than saying PIS/CIS. For example, although he isn't written this way, if the Surfer had to expend more effort and time to transmute matter than to fire a cosmic bolt, this would explain why he fights the way he does. For all his versatility, he's mostly a bolts-n-shields guy. Maybe this is because he can react fastest this way, saving the fancy stuff for when things slow down a bit.
