It was in some Justice League comic released in 1990, it was right after Superman and Wally had raced (Adventures of Superman #463) for the first time ever in Post-Crisis continuity.

Know the exact issue? Trying to log every feat/apperance DC had

It was Action Comics 650, not an issue of any Justice League comic.
