whats vertigos powers ? i remember in the cartoon she was messing with all the dudes heads kinda but way differently than xaviers powers. they where just down on there knees not making them do any specific thing just screwing with there head looked like.
She releases psionic waves which effect people's nervous systems causing them to become nauseus. She can control the magnitude of the induced wave which can range from people throwing up to people being knocked unconscious.

I'm not really sure I don't think he could directly block her because she's manipulating the nervous system as opposed to manipulating the mind.
However it is possible for a telepath to counter the effect it's just a very unusual piece of telepathy. Emma Frost for example has been shown to bootstrap her own body chemistry so the nausea could most probably be indirectly countered by the telepath mentally bootstrapping their own body chemistry.
i believe the reason vertigo's powers are referred to as "psionic" is because she activates them with her mind, not because they directly affect another person's mind. as exodus said, they affect the nervous system and apparently the inner ear in earlier incarnations. the affected's senses get jumbled, they lose their sense of balance, and generally experience all the symptoms of vertigo itself.
a telepath being able to directly affect body chemistry, however, seems a bit more farfetched. the mind and the brain have been shown to be distinctly different in marvel continuity, but the ability for a telepath to affect the brain via the mind seems to rely on john searle's idea that "the mind is created by and realized in the brain," making the two inseparable. i think the mechanics of the mind/body problem are addressed much more loosely and without strict guidelines in comics. or at least it seems so.
