If you mean Phantom stranger then.....

Stranger is the El Grande of Mystcal beings on earth , he is a quasi personal friend of The Spectre and a member of the shortlived 'Trenchcoat Brigade' .

He is unique in the Dc universe in that his origin has never actually been revealed , in a special one shot by DC they gave four different origins for the stranger.

One tale (written by Alan Moore and illustrated by Joe Orlando) postulated that the Stranger was a fallen angel that sided with neither Heaven nor Hell during Lucifer's rebellion and thus was condemned to walk the Earth alone for all time.

Another proposes that the Stranger was originally a private citizen during biblical times that was spared God's wrath. An angel was sent to deliver him from divine wrath. After questioning God's actions, he commits suicide. The angel forbids his spirit from entering the afterlife, reanimates his body and condems him to walk the world forever to be a part of humanity but also forever separated from it. He is charged with turning humanity away from evil, one soul at a time.

A variation of the Wandering Jew story. He was an adult family man named Isaac with a wife (Rebecca) and boy at the time when Jesus was a small child. When King Herod sent his army to kill all small male children (in an effort to slay Jesus, too) the army slew his son and wife. Blind with anger, he spent the next 30 years in a rage against Jesus. As Jesus was being tortured, Isaac bribed a guard to assume his role in whipping Jesus. Jesus then sentenced him to walk away from his home and country; to be errant until Doomsday. Eventually, his misplaced rage was expunged and he spent the rest of his time helping society.

The last was a proposal that the stranger is a remnant of the previous universe. At the end of the universe, a group of scientists studying the event are approached by the Phantom Stranger, warning them not to interfere in the universe's natural conclusion. The story concludes with the Phantom Stranger passing a portion of himself to a scientist, the universe is reborn, and the scientist from the previous universe is the Phantom Stranger in the new universe (a recursive origin?)

Although he most often appears as a white-haired man and assumes various heights, he wields vast energy-manipulating powers and can travel through space unaided.

History
All that is known about the Stranger has been related by the being himself. He has in the past claimed to be the sole survivor of Gigantus, a world or race comprised of a "billion billion" beings, but has since said that this wasn't true. However, it is possible that the Stranger is in actuallity a composite being, somehow composed of a 'billion billion beings'. This is substantiated by an incident occurring in the 'Infinity Gauntlet' saga in which a panel depicts the stranger being defeated by Thanos wielding the Infinity Gauntlet. When the Stranger is struck by a bolt of energy, the panel depicts him separating into a collection of different beings, akin to a wicker man. The same thing happened in What If? - v1. #32, only here it was Korvac who did the same thing to the Stranger, with the same result. It has also been claimed that he was offered the opportunity to become the fourth face of the Living Tribunal but refused.

In his initial appearance, the Stranger was disgusted by the behavior of humanity, but curious about human potential exemplified in mutants. He took Magneto and the Toad to his world, "Stranger's World", for further study. They later escaped, and the Stranger's subsequent encounter with the Hulk and his alter ego, Bruce Banner, convinced him that humanity had great potential for good and evil. While continuing his cosmic studies, the Stranger has often intervened to protect humanity from various threats.

The Stranger's first act to benefit the people of Earth was his defeat of the Overmind, the gestalt of the Eternals of another world, by compressing him into a lifeless microverse. Since then, he has largely conducted his own studies of the universe and intervenes whenever the subjects of that research are threatened. In recent years, the Stranger became embroiled in conflict with Quasar over the possession of the extradimensional Star Brand, which ultimately resulted in the Earth of the New Universe being placed in orbit around the Stranger's Labworld and sealed away from all contact by the Living Tribunal

Thanks grey fox I did mean the Marvel Stranger. I know hes a cosmic being I just wanted to guage how powerful of one he is

is ultiment namor a mutant i saw on wiki he is but i was told hes not and dont trust that infromation if he is oor not please show me prof for either instence

Thanks for the reply on the What if? thread. Now here is your answer.

In Ultimate Fantastic Four #26 during Reed and Namor's fight Reed describes Namor as a "crazy mutant the atlanteans had the good sense to lock up for nine thousand years."

Reed most likely discovered this information in the texts he was translating about Namor earlier.

Seeing as regular Namor is a Mutant it shouldn't be surprising that the Ultimate version is one too. 😉
