Blue Beetle (Jamie Reyes) lives in El Paso, the Super-Young team live in Tokyo (IIRC), The Great Ten have their HQ in the Great Wall of China, the JSA are headquartered in New York City as is the Manhattan Guardian (sort of), and the Freedom Fighters and Wonder Woman at one point were based in Washington D.C. Those are the ones I can think of. There's probably more.

And didn't Wonder Woman base herself out of Boston some years ago? (And is that where the Atom was based?)

I know there are no fictional USA states, but Happy Harbour, Rhode Island isn't real for example. So yeah, real cities and countries you can find on a map.
People from DC Vertigo are kind of an exception, with many real places. Lucifer has lived in Perth, Australia, and Los Angeles and San Francisco. Constantine is based out of Newcastle.
