Neither , their both 'infinitley' strong. Eight day has more access to his powers though.

I actually think that his name doesn't come from any police force. Manhunters were the first attempt of creating a Green Lantern type force:

While reading IC #7, i saw a panel where the female dr. light was attacking the one so loathed by everyone, yet i'm convinced i read an earlier comic where the evil light had attacked her, drained her powers and killed her...
Someone please explain this...

In Green Arrow #54 following his recovery from the mind-wipe he suffered at the hands of the Justice League, Arthur Light (Dr. Light, the supervillain) attacked Dr. Hoshi and drained her of her powers.
It appeared that her de-powerment was temporary; in Infinite Crisis #5 she used her powers to aid in the evacuation of Tokyo, Japan. In that same issue she was warned by Bart Allen, in the costume of the Silver Age Flash, of the escape of an enraged Superboy-Prime. She was later seen in Infinite Crisis #7 battling the evil Doctor Light.
A flashback in Action Comics #838 revealed that Dr. Light and The Ray, heroes possessing solar-based powers, took part in an unsuccessful attempt to re-activate Superman's powers.
However, recently, on the 52 website, which is designed to compliment/add on to the 52 weekly comic series, an article was posted discussing the destruction of Star City, from the final 2 Pre-OYL Green Arrow arcs which included Kimiyo's depowerment, dates the event to May 15th specifically making this story arc post-Infinite Crisis. This would place it during the events of 52 #2 which, given Kimiyo and Green Arrow's appearances at the end of 52 #1, would make the most sense, although it makes nonsense of several lines in GA #54, where we are told that Kimiyo has not used her powers for two years. But then this comic also has the astronomer/scientist/medical doctor who lives in Japan (and is seen there in Infinite Crisis #5) working as a business executive in Star City, so it is problematic either way. The story arc also finishes with Green Arrow experiencing a strange multiplying effect that places the story during Infinite Crisis, not two weeks after it is over.
It is not possible to resolve all the continuity problems with this story other than putting it down to writer error.
