Some people think Mordru's statement means that he restored Shazam's powers before he left. Others (like me) think he was talking about repairing the damage their battle caused to the Rock of Eternity.
If you also believe it's the latter, then it is a HUGE feat for Shazam considering he was able to go toe to toe with Spectre for a decent amount of time. Granted they were in Shazam's place of power, but still...

As you can see, Mordru/Shazam's battle ended right before (literally) Spectre arrived at the Rock of Eternity to battle Shazam himself.
