Then that's technically the hyper-adapter Darkseid released from the Ancestor Box (a New God weapon) + the Bush robot (Vanishing Point tech) -- ie. the suit isn't part of Batman's arsenal.
The hyper-adapter is essentially a living concept/idea that becomes the ultimate enemy of the being it is directed against, and pursues that being across various points in time/strata of reality to make their life a *literal* living hell. Throughout the series it was infecting/possessing people (or things in some cases), as well as manipulating different events, all to make Bruce's life consistently worse. The only release from the hyper-adapter is death (after it's done torturing you in the aforementioned ways, of course.) I also believe it was implied that it would survive the end of the universe, and corrupt the ultimate time capsule (being sent back to the beginning of time) with it's presence -- which is why Bruce brought it back to the current DCU, where it then tooled the JLA.
The Bush robot is the ultimate robot as perceived by robotic designer Hans Moravec. In short: it possessed ultimate adaptability -- (it adapted beyond the collective JLA immediately.) They are called Bush robots because they repeatedly branch into trillions of nanoscale fingers.
At any rate, I suggest reading The Return of Bruce Wayne #1-6 (particularly #6.) Once you do, you'll start to better understand just how powerful that suit was -- 'creation rebooting' is the phrase that best fits its scope of power, I suppose...
