Well, Palpatine could have actually beat Mace and the only reason he was getting so owned was because he was allowing Mace to so that Anikan would feel the anger (and all that dark side crap) and come to the dark side. If that wasent Palpatines objective then he would have owned Mace just like he owned Yoda.
Mace, of course. He already just about took Sidious down, although alot of people think that Sidious was faking it, there is no valid proof to that.
Although Sidious took down three masters, Mace was an exception. He was one of the highest ranking Jedi besides Yoda.
Remember: Different Lightsaber styles fair against one another.
Actually Darth Sidious did let Mace Windu win...think about it. Mace was the key to Anakin going dark, it would be dumb for Palpy to kill him. How could have Sidous known Mace was the key? If thats what your asking, here is the answer...Sidous had the ability to foresee the future. He foresaw the entire duel, before it happened.
One of the most amazing moments in Revenge of the Sith had to be Mace's duel with Sidious. It's the first time we've seen this Sith Lord use his saber, and it's the last time we see the famous purple lightsaber of Master Windu.
To start, though many wish to debate the fact, it is clear that Sidious staged his 'loss'. Mace was no match for him, but Sidious decided to let him take the upper-hand. Sidious also let his face become deformed. It was all part of his act. He knew that Anakin would be more likely to side with a 'beaten' old man instead of the still saber brandishing Jedi Master.
And it all paid off for him. Mace saw through the Sith Lord's lying moans for help, and decided to end it there and now. But Anakin thought this old man was the only way to save the one he loved, so he acted spur of the moment disabling Windu's attack.
He didn't necessarily want to kill him, but by doing this simple act he betrayed a fellow Jedi to his death. Sidious seized the moment. He wouldn't get a second chance and now was the time.
Blasting away with Force lightning, he hurled Mace to his death, thousands and thousands of feet below. The Jedi Master would forever be lost to depths of Coruscant, and one can only imagine the shape and condition of his body when it reached the bottom.

whatever he fell to Mace before Anakin came in, he was beaten. he would not of risked his life over something that he could have been wrong about, there is no way he could see into the future that clearly. also it is unlikely that a sith would risk his own neck as all they care about is them selves.
