Yes........Namor is a notch below the top tiers but still strong enough to give them a run for their money, he's not beating Billy.

They both are, and they're both above Namor.

Billy - he's supposed to be in Superman's tier, but DC is not doing him justice.

No, DC is not doing Billy Justice, as for Herc........ot depends on what version of him that you're using, there is mortal Hercules whose strength was cut in half by Zeus, definitely not top tier, but then there is immortal Herc who has some insane feats matched only by Hulk and Thor, that certainly makes him top tier.

Herc was always sitting in their shadows, actually.

He's a one trick pony and mainly used for comic relief.

True to some extent, but on several occasions he's given both Thor and Hulk all they can ask for, you'd think however that after his mortal demise Zeus would've grant him other powers beside immortality.

Hercules is physically essentially Thor.

Billy is physically essentially a far more durable Wonder Woman.

None of them are anything less than top tier.

People forget that Namor is strong enough and fast enough to go blow for blow with Hyperion level beings. Although it broke his knuckles, he did as much damage to Thanos as Thor did when he double handed hit him in the head with Mjolnir. Namor has repeatedly proven that he is indeed a top tier just like Shazam is. There wouldn't be anything remotely easy about this fight on either side.
