I think there is little doubt to the answer here: Anakin. IN the end, he did bring balance to the force. He destoyed the Sith in the end. He indirectly resurrect the order (through the destruction of Sidious). Therefore, he did bring balance to the force.

As for Sidious' interpretation of the prophecy: 'Chosen by me'. Sidious insinuates he wrote the prophecy (or the Sith) and meant the one would resurrect the Sith would be Anakin. I believe this is propaganda by Palpatine to convert Anakin. This line is fomr the book and was erased from the movie. What do u think? Sidious was lying? After all, he is insidious.
