I would believe it if his midi-chlorian count was really low, but having no Force potential whatsoever, I find that hard to believe.

So, everyone has midiclorians, just not as much as Jedi

You know what I mean. In Jedi standards it would be low, but for us the count might be a little high.

It may work like, theres a minimum amount of midiclorians required to be force sensitive. Once above this minimun, your eligable to be a Jedi (the force is with you)

Obi-Wan himself states that the Force surrounds all living beings. The Force is with everybody to a certain degree.
