It was clearly said "Hulk ALWAYS hold back" due to Banner restraining him. It wasnt said about one specific Hulk.

There is no standard Hulk. Pak was as unique as savage and indestructible.
Pak established Banner and Hulk aren't even two separate people, which flies against everything that came before and after.
