Pak said Hulk doesn't get influenced by Hulk at all. He IS Hulk. There is no "influence" here. Hulk IS Banner.
So Pak isn't the best evidence that Banner "influences" a Hulk who acts as a completely seperate entity.

That's the thing, I dont think Thor is close to Hulk at all in strength. Hulk literally stood in one spot while two of Thor peers pounded on him and then he flexed them off. Thor at his highest couldnt achieve anything close to this. They are not close physically... sorry. Then you're mentioning tools Thor have forgetting that Hulk durability is freaking insane, then you have to add in that insane healing factor.

You're using a scan that is so old the picture is beginning to fade as evidence of Thor holding back and then you're using it for CURRENT THOR but neglecting a RECENT scan of Hulk always holding back. Who debates like this.
Also, Pak said banner always held back HULK powers. He didnt specify which Hulk, nut.
I've voted for Hulk.
I do think that Thor is more powerful than Hulk overall, but I have still always viewed the Hulk as the bigger threat to the Marvel universe. They are not that far apart strength and durability wise, if both go all out... but Hulk keeps growing and getting stronger.
To me Thor is just a very, very, very powerful character. The Hulk on the other hand is a force of nature. An omega level threat as stated by Reed Richards. I don't view Thor as an omega level threat. Nor someone like the Silver Surfer. While both characters can beat and have beaten the Hulk, when it boils down to life and death and given time... Hulk will come out on top, because surviving is what he does.
But maybe I'm being too romantic about it.
