I would hope not, there are bombings happening all of the time all over the world. Just because they don't always get front page news means nothing.Why put our American citizens in a fit and panic when there is nothing to suggest this was a warning to Bush and his administration?
I do find it funny though, throught these years since 9/11 they have been bumping the Terror Alert every time any minor incident happens, but now that a bombing occurs they do nothing about it.

What is ‘problem-reaction-solution’ (PRS) ?
PRS is an age-old tactic used by people in power to gain justification or reason to do want they want to do but know the public will disagree with unless they create a problem or crisis.
For example, if I wanted to increase police powers and decrease civil liberties, I know for a fact that the population will outright resist it so I need a problem to justify or gain reason so I covertly create the problem, in this instance, a terrorist bombing on a government building and then I wait for the public to cry out at me to do something about it at which time I offer the solution as increased powers to the police which, by nature, means a degree erosion of civil liberties, which is exactly what I wanted from the very start! 9/11 terrorist attacks is the most recent major example of PRS but their have been many more PRS’s since that time.

Der Spiegel received an electronic letter in which a group, claiming to speak for Al-Quaeda, told them they were responsible for the bombing
