Terry Bogard has more "fighting experience" than one Ken Masters.
For one, Terry (like ryu) travels the globe searching for a good, thrilling fight and battles foes whom fight with all they have(no rules, regulations or restrictions) its kill or be killed, Ken on the other hand may fight in tournaments which carries rules and regulations(no killing) and is more clean and cut, so Terry fights tougher opponents on a more daily basis.
To really justify a fight between these two American heroes you have to look at both their backgrounds. Ken during childhood trained daily at a dojo alongside ryu as they honed their skills against one another not really testing tough opponents, Terry was an orphan raised on the streets, getting his ass kicked on the mean streets and fought to get tougher and survive. Terry had the tougher bringing up, no one too really look after him until one Jeff Bogard took him in and gave him discipline.
Terry wins this on so many levels as he beat really strong villains such as Laucorn(a semi-god), Geese Howard(Bison level strength), and Wolfgang Krauser(Also has Bison level strength) "All by Himself"...Ken needed ryu to help beat Bison...
Terry was fighting since he was a child, roaming the tough streets of Southtown getting into fights with grown martial artist getting his butt kicked only to learn from his mistakes and come back and whoop their asses.
Ken was a pampered child of a millionaire, sure he trained with ryu under Gouketsu BUT he doesn't take the fight as seriously as one ryu or Terry Bogard. He slacks off and posesses way too much cockiness to defeat someone like Terry whom becomes consumed mentally and physically by the fight and learns and growns with each daily battle.
Ken has yet to show me his strength besides his teaming with ryu to defeat Bison. Terry defeats his villains "A-L-O-N-E" and fights each and every hour of his life against opponents whom he comes into contact with upon his travels whom has the kill or be killed mentality. Ken would get owned....Ken fights regulized fights and slacks off by going to the beach with Eliza while at the same time Terry is battlling a tough foe on the streets and learning the true message of battle..The fight...no holds barred...

my sentiments exactly.. dunno why they think kyo deserves to fight ryu instead...
Ryu is Capcom's head boy and Kyo is SNK's head boy.
